Do Specialists share everything?

They can use shared company knowledge, but their tools, connected sources and actions are scoped. Access depends on the workspace setup and the permissions granted to that agent.

Can people ask a Specialist directly?

Yes, where that Specialist is available to them. Your assistant can also consult a relevant Specialist while handling a broader request.
